
My name is Scott Frayer and I was hired by OPS in the summer of 1993 after serving nine years at the City of San Fernando Police Department. There I worked many different assignments in the most progressive reserve program that I have seen in 20 years of Law Enforcement. They included Patrol, Fugitive Warrants, Back rounds, and Communications.
In 1993 I interviewed and received a position with the County at USC-Med Center where I worked until 1996 when I transferred to PSB. I have worked almost every station PSB has and am currently assigned to the TRF, and the forms committee.
I became active in the Association in 1999, and was elected to the Board of Directors in 2000. I have served in every position on the Board except CFO. In 2001 I was elected to the Position of President were I have proudly served the membership ever since.
I also serve as Vice-President of LA COPS, am a Director at Large for PORAC, and serve on many other labor committees’ in the labor movement.
Born in Missiouri, move to California in 1958, went into the Army in 1969 til 1971, interested in law enforcement and completed my reserve academy in 1979. I went to work for Cerritos college Police in 1981 through 1988, at the same time, I was given a job with L.A. County Park Patrol in 1986 and have been with the County to present.
I have been married for 24 years with one daughter and one son, and my son's wife give birth to a son, Jack A. webb.
Started with OPS June 2000, worked PSB and FSB. Currently assigned to FSB Administration.
Previous law enforcement experience includes CHP Dispatcher and Community
Service Officer.
I became involved with LACPOA because our department is headed for a number of changes, and I would like to make sure our law enforcement personnel are represented in a fair and positive manner. My name is Joel MacKay this is my 3rd year serving on the Lacpoa Board of Directors. I have been with the Department 16 years. All that time has been with the Health Services Bureau. I am currently assigned to Olive View Medical Center. I also spent thirteen years as a reserve Deputy with the Kern County Sheriff’s department.
I am currently on the Negotiations Team
